Academic Performance Program (APP)

1.0 PURPOSE

Pursuant to NCAA Bylaw 23.01.1, "the central purpose of the Academic Performance Program is to ensure that the Division I membership is dedicated to providing student-athletes with an exemplary educational and intercollegiate-athletics experience in an environment that recognizes and supports the primacy of the academic mission of its member institutions, while enhancing the ability of male and female student-athletes to earn a four-year degree."

2.0 POLICY

The policy of The University of Texas is to fulfill the NCAA Bylaw 23 [Academic Performance Program (APP)] purpose and provisions.

6.0 PROCEDURES

6.1 The Office of the Registrar is the final authority to determine the APR for the institution as designated by the president's office.

6.2 The senior administrative associate for athletics certification (SAAAC) and the associate registrar (AR) are the individuals in the Office of the Registrar assigned with the responsibility to determine APR for the institution. The SAAAC and AR refer to the following documents regarding this process:
• CAP Policy and Procedures Manual
• NCAA Division I APP Data Collection Guide and Updates
• Office of the Registrar's policies and procedures
• Compliance Office policies and procedures

6.3 The SAAAC coordinates a meeting with the financial aid coordinator (FAC), the director of compliance (DOC), and the senior associate athletics director for student services (SAADSS) within fourteen business days following the twelfth class day of each semester to establish the APR cohorts for each sport.

6.4 The SAAAC coordinates a meeting with the financial aid coordinator (FAC), the director of compliance (DOC), and the assistant athletics director for academic services (AADAA) within fourteen business days following the 12th class day of each semester to establish the APR cohorts for football.

6.5 The DOC provides the SAAAC the "reason for leaving codes" noted in the APP Data Collection Guide for student-athletes not earning retention points and the exhausted eligibility student-athletes upon request of the SAAAC.

6.6. The AR and SAAAC submit the institution's APRR by the established deadline to ensure compliance with NCAA Bylaws 30.1

6.6.1 The DOC coordinates an Academic Performance Team (APT) meeting to review the final APR cohorts after submission and prior to the amendment phase in accordance with the APP Timeline.

6.7 The DOC and APT review each sport's cohort to determine the individuals that lost eligibility and/or retention points.

6.8 The DOC confers with the APT, the SAADSS in sports other than football, the AADAS in football, and/or the coaching staffs to determine the student-athletes that qualify for adjustments to the individual APR scores in accordance with the NCAA Division I APR Adjustment Directive.

6.8.1 The DOC tracks all student-athletes determined to warrant an adjustment to their individual APR score on the Adjustments Tracking Spreadsheet.

6.8.2 The DOC collects required documentation for submission of adjustments to the individuals' APR scores.

6.8.3 The DOC refers to the NCAA LSDBi Waiver Portal Instructions for direction on the submission of the adjustments to the NCAA through LSDBi.

6.9 The SAAAC and AR submit any amendments to the APR in accordance with the APP Timeline once confirmed accurate by the APT.

6.10 The DOC submits APR adjustments in accordance with the APP Timeline.

6.10.2 The DOC communicates the approval or denial of adjustment requests to the Academic Performance Team (APT) members and appropriate coaching staff.

6.11 The DOC logs into the NCAA APP system to see if the institution is subject to any contemporaneous and/or historical penalties.

6.12 The DOC and FAC determine the penalty amounts, if any, in accordance with the Office of Financial Aid Policies and Procedures - Contemporaneous Penalties Determination.

6.13 The AADC and DOC review the NCAA Division I APP Penalties and Rewards Guide, the NCAA Division I CAP Contemporaneous-Penalty Waiver Directive, and the NCAA Historical Penalty Waiver Directive to determine if the institution is eligible to submit any waivers to the penalties.

6.13.1 The DOC refers to the NCAA LSDBi Waiver Portal Instructions for direction on the submission of the waivers to the NCAA via LSDBi.

6.14 The NCAA notifies the institution of the approval or denial of waiver requests.

6.15 The institution's APR is final and the NCAA emails the institution's president indicating the process is complete.

6.16 The DOC tracks the sports earning below a 925 (contemporaneous penalties) or 900 (historical penalties) APR on the Academic Improvement Plan (AIP) Tracking Spreadsheet.

6.16.1 The DOC provides the Academic Improvement Plan Tracking Spreadsheet to the SAADSS in sports other than football and the AADAS in football to request development of academic recovery plans by an established deadline.

6.16.2 The DOC provides the NCAA's sample academic recovery plan to the SAADSS and AADAS for use as a guide.

6.16.3 AIPs for teams below 925 above 900 are scanned and saved into the Bylaw 23 share folder.

6.16.4 AIPs for teams below 900 must be submitted online to the NCAA.

6.17 The DOC coordinates an Academic Performance Team (APT) meeting to review the final APR, the academic improvement plans, and address any issues related to APR.

6.18 The DOC alerts the AADC and the Senior Associate Athletics Director for Communications (SAADC) so he can prepare the institution's response to the media prior to the release of the institution's APR in late April.

6.0 PROCEDURES

6.1 The determination of the graduation success rate for the institution is the responsibility of the Office of Information Management and Analysis.

6.1.1 The associate vice provost (AVP) in the Office of Information Management and Analysis (or his/her designee) refers to the following documents regarding this process:
• CAP Policy and Procedure Manual.
• NCAA Division I APP Data Collection Guide
• Office of Institutional Research Policies and Procedures - Graduation Success Rate Determination
• Compliance Office Policies and Procedures - Graduation Success Rate
• IPEDS Policies and Procedures

6.1.2 The AVP (or his/her designee) provides the Director of Compliance (DOC) the federal and NCAA GSR cohorts for review at least one month prior to finalizing and submitting either the initial cohorts or the graduation cohorts.

6.2 The DOC provides the cohorts to the Academic Performance Team (APT) for review and confirmation by an established deadline.

6.2.1 The DOC reviews any discrepancies in the graduation rate cohorts with the AVP (or his/her designee).

6.3 The AVP (or his/her designee) submits the federal and/or NCAA GSR data in accordance with NCAA and federal guidelines by June 1 to ensure compliance with NCAA Bylaw 30.1.

6.4 The DOC, the AADC, and the senior associate athletics director for communications (SAADC) meet to prepare the institution's response to the media upon release of the institution's GSR in late September.

6.1 The Director of Compliance (DOC) reviews all Committee on Academic Performance (CAP) policies, reports, and directives and communicates with the Academic Performance Team (APT) in accordance with the institutional and NCAA APP timelines.

6.1 The Director of Compliance (DOC) files appeals for all APR penalties imposed on the institution when determined necessary in accordance with the CAP appeal procedures.

6.2 The DOC and AADC monitor the penalties imposed and the rewards granted to the institution and communicate with the Academic Performance Team (APT) and applicable coaching staffs.

6.3 The Financial Aid Coordinator (FAC) ensures fulfillment of the financial aid penalties imposed on the institution by the Academic Performance Program (APP).

6.0 PROCEDURES

6.1 The Director of Compliance (DOC) and the Associate Athletics Director for Compliance (AADC) review all amendments to CAP policies and procedures and the Academic Performance Program (APP) Data Collection Guide and communicate with the appropriate individuals as deemed necessary for incorporation into their policies and procedures by August 1 of each year.

6.2 The DOC annually modifies the compliance office policies and procedures by August 1, if necessary.
