5.17.1 Bylaw 17 - Playing and Practice
General Playing Season Regulations
1.0 PURPOSE
This procedure establishes guidelines pursuant to NCAA Bylaw 17.1 for ensuring that the institution adheres to the appropriate limits on student-athletes' participation in intercollegiate athletics.
2.0 POLICY
The policy of the University of Texas ensures that appropriate limits are set on student-athletes' participation in athletics activities to minimize interference with the student-athletes' academic and other pursuits.

6.0 PROCEDURE
6.1 The Compliance Assistant (CA) is responsible for oversight of the University's efforts to ensure compliance with the institution's policy regarding general playing season regulations, under the supervision of the Compliance Coordinator (CC).
6.2 On June 30 of each calendar year, the CA distributes a Playing Season Declaration form and a blank month-by-month Playing Season Calendar for the upcoming academic year to each head coach. The CA provides a summary of any legislative changes affecting the calculation of the playing season and directions to complete the process.
6.3 The deadline for each of these forms to be returned to the CA by each head coach will be no later than July 15. By the deadline date, each head coach will be required to submit:
6.3.1 A completed Playing Season Declaration form, noting the dates of each segment of their team's playing season, the number of days in each segment, the total number of days in the playing season, the date of the team's first contest or date of competition and the total number of contests or dates of competition
6.3.2 A completed Playing Season Calendar, noting each day on which any Practice (P), Competition (C), Rest (R), or Out-of-Season Athletically Related Activities (OSP) shall occur during the upcoming academic year; and
6.3.3 A copy of the team's competition schedule for the upcoming academic year.
6.4 In the event that the head coach has not returned the appropriate forms by the deadline, the CA sends an email to the head coach reminding them that they have one additional week to either provide the required information or provide some reason why it is not possible for the head coach to meet the deadline. If the required information has not been provided within one week of the reminder email, the matter will be referred to the appropriate Athletics Director for follow up.
6.5 Any forms returned by the July 15 deadline will be reviewed by the CA by August 1. As of August 1, the CA will have either approved the Playing Season Declaration or followed up with the appropriate head coach regarding any questions or additional information needed.
6.5.1 When reviewing the Playing Season Declaration the Assistant Compliance verifies the following:
6.5.2 That the first scheduled date of practice is permissible.
6.5.3 That the first scheduled date of competition is permissible.
6.5.4 That the maximum number of playing season days have not been exceeded.
6.5.5 That the maximum number of competitions or dates of competition have not been exceeded.
6.5.6 That the required days of rest have been provided.
6.5.7 That the last scheduled date of the playing season is permissible.
6.5.8 That the scheduled dates for out-of-season workouts are permissible.
6.6 The respective head coach is contacted for any forms not submitted by the July 15 deadline. After receipt of the forms, the CA reviews within 2 weeks and will either have approved the Playing Season Declaration or followed up with the appropriate head coach regarding any questions or additional information needed.
6.7 Once approved, the Playing Season Declaration, Playing Season Calendar and competition schedule will be scanned and saved into the Bylaw 17 folder for the appropriate academic year. The approved documents will then be emailed to the appropriate head coach, with copies to either the Associate Athletic Director for Women's Sports Programs or the Associate Athletic Director for Men's Sports Programs and the Associate Athletics Director for Compliance.
6.8 Each sport must have received an approved Playing Season Declaration from the CA before their first scheduled date of practice.
6.9 The CA maintains a spreadsheet noting the first dates of practice of each segment for each sport and the first date of competition in each segment for each sport. That spreadsheet is available to all of the individuals responsible for certifying NCAA eligibility for student-athletes for practice and competition.
Time Limits for Athletically Related Activities
1.0 PURPOSE
This procedure establishes guidelines pursuant to NCAA Bylaw 17.1.5 for ensuring that the institution adheres to the appropriate time limits on student-athletes' participation in athletically-related activities on a daily and weekly basis.
2.0 POLICY
The policy of the University of Texas ensures that appropriate limits should be set on student-athletes' participation in athletics activities to ensure minimize interference with the student-athletes' academic and other pursuits.

6.0 PROCEDURE
6.1 The Compliance Assistant (CA) oversees of the University's efforts to ensure compliance with the institution's policy regarding time limits for athletically related activities, under the supervision of the Compliance Coordinator (CC).
6.2 The student-athletes will be educated on at least an annual basis regarding the applicable daily and weekly hour limitations on their participation in required athletically-related activities.
6.3 For any week that a team is engaged in regular season practice and/or competition or out-of-season athletically related activities, the head coach or his or her designee will be required to submit a completed Weekly Practice Log form on or before Wednesday of the following week. The log shall detail the hours that each student-athlete on the team's roster spent engaged in countable athletically related activities, including, but not limited to, practice, meetings, and competition. Each student-athlete on the squad shall sign the log to verify that it accurately reflects their participation.
6.3.1 Due to the number of student-athletes on the football roster and the resulting logistical difficulties of obtaining each of their signatures on a weekly basis, football is not required to obtain the signatures of every student-athlete on the squad. The head coach or his designee a upperclassman position group leader who will verify the weekly practice hours for all members of his position group. Any student-athlete whose schedule deviates from this on a given week will sign initial for his own hours that week.
6.4 In the event that the head coach or his or her designee has not submitted the weekly practice log by the, the CA sends an email to the head coach or his or her designee by the Friday following the due date reminding them that they have one additional week to either provide the required practice log or provide some reason why it is not possible to meet the deadline. If the practice log has not been provided within one week of the reminder email, the matter will be referred to the appropriate athletics director for follow up.
6.5 Once received by the Compliance Office, the CA reviews the form to ensure that the hours listed do not exceed the daily and weekly limits set by the NCAA and that required rest days have been provided. If the hours exceed the applicable limits or a required rest day has not been provided, the CA will notifies CC, who will follow up with the head coach as appropriate and, if necessary, prepare and file a report of a violation of the playing and practice regulations.
6.6 Once the Weekly Practice Log has been reviewed it should be scanned and saved into a folder for the appropriate sport within the Bylaw 17 folder.
6.7 The VA periodically (at least monthly) compares the Weekly Practice Log submitted with the approved Playing Season Calendar to ensure that the activities reported on the Weekly Practice Log are consistent with the Playing Season Calendar.
6.8 The CA is responsible for maintaining a spreadsheet noting whether a Weekly Practice Log has been received from each sport, when required, during each week of the academic year.
Foreign Tours
1.0 PURPOSE
This procedure establishes guidelines pursuant to NCAA Bylaw 17.1 for ensuring that the institution adheres to the appropriate limits on student-athletes' participation in foreign athletics tours.
2.0 POLICY
The policy of The University of Texas ensures that participation in intercollegiate athletics provides student-athletes with unique and valuable opportunities and that student-athletes should be permitted to participate in such opportunities if they complement, rather than conflict with, the student-athletes' educational pursuits.

6.0 PROCEDURE
6.1 The CA oversees the University's efforts to ensure compliance with the institution's policy regarding foreign tours, under the supervision of the Compliance Coordinator (CC).
6.2 If a head coach wishes to have his or her team participate in a foreign tour, the head coach or his or her designee must notify the CC not less than 8 weeks prior to the scheduled start of the tour.
6.3 The CA, in consultation with Student Services, evaluates the request and determines whether it is permissible under the applicable regulations.
6.4 If both the CA and Student Services determine that the requested tour meets the necessary criteria, the request will be presented to the appropriate Athletics Director for final approval
