5.06.1 Bylaw 6 - Institutional Control

Rules Education

1.0 PURPOSE

This procedure establishes guidelines for educating The University of Texas student-athletes, coaches, staff, and fans about the applicable rules in order to maintain responsible programs. These efforts are not all-inclusive, but provide a good overview of the main efforts established for educational purposes.

2.0 POLICY

The policy of The University of Texas is to promote the strictest adherence to the rules and regulations of the NCAA and the Big 12 Conference by our student-athletes, coaches, administrators, and the community, by providing continuous rules education to all groups. This includes educating those individuals or groups that are part of the university community, as well as providing rules education to those who will come into contact or interact with the athletics departments, such as student-athletes' employers and those wishing to request appearances by student-athletes or coaches.

All administrators in Compliance are responsible for educating the individuals affected in their areas of responsibility.

6.0 PROCEDURE

6.1 Compliance Staff

6.1.1 The Associate Athletics Director for Compliance (AADC) attends the annual NCAA Convention. The AADC disseminates any information or materials from the convention to the appropriate staff.

6.1.2 The staff attends the annual NCAA Regional Rules Seminar. The staff disseminates any information or materials from the seminar to the appropriate staff.

6.2 Athletics Department

6.2.1 Coaches

6.2.1.1  Compliance conducts bi-monthly coaches meetings for all sports. There are individual meetings for football, men's basketball, and women's basketball prior to each recruiting period. 

6.2.1.2 The Director of Compliance (DOC) conducts a legislative forum with the coaches for each NCAA legislative cycle to discuss upcoming legislation and to recommend legislative proposals.

6.2.1.3 The AADC conducts a legislative forum with the athletics directors and faculty athletics representative (FAR) for each NCAA legislative cycle to discuss pending legislative proposals and determine the institution's position.

6.2.1.4 The Compliance Coordinator (CC) creates a mass e-mail for distribution to all athletics staff twice annually and to include the following provisions from Bylaw 10.1, Unethical Conduct, and from Bylaw 11.1: Standards of Honesty and Sportsmanship, Responsibility for Violations of NCAA Regulations, and Use of Tobacco Products.

6.2.2 Administration and Support Staff

6.2.2.1 As determined by the athletics directors, Compliance conducts mandatory meetings for athletics staff regarding relevant issues or areas of NCAA legislation; historically these have occurred twice a year. (e.g. August and February). 

6.2.2.2 The CC develops a mass e-mail for distribution to all athletics staff twice annually and to include the following provisions from Bylaw 10.1, Unethical Conduct, and from Bylaw 11.1: Standards of Honesty and Sportsmanship, Responsibility for Violations of NCAA Regulations, and Use of Tobacco Products.

6.2.2.3 The institution's FAR attends the Big 12 Faculty Athletics Representatives Meeting(s).

6.2.2.4 Institutional staff members external to the athletics department with athletics duties, such as from Student Financial Services, Registrar, or Admissions, annually attend the NCAA Regional Rules Seminar and Big 12 Summer Rules workshops.

6.2.2.5 The Compliance Assistant (CA), along with the athletics departments' Camp Coordinator, conducts the Camp Directors Meeting each fall, at which time they review the camp manual and relevant regulations.

6.2.2.6 The Administrative Associate (AA) conducts bi-monthly administrative associates meetings, providing new information regarding rules and regulations, educating them about new monitoring systems, and receiving feedback and suggestions regarding issues, the administrative associates' sports encounter.

6.2.2.7 The CC includes education on the provisions of NCAA Bylaws 11.4 and 13.8.3, Employment of High School and Two-Year College Coaches, in at least two business office meetings annually and ensures the human resources contact is in the meeting.

6.2.2.8 The DOC develops an e-mail for distribution to all business office and human resource personnel twice annually and to include the following provisions from Bylaw 11.4: Employment of High- School or Two-Year College Coaches – Regulations, Contract for Future Employment, Graduate Teaching Assistant, and Institutional Camp or Clinic.

6.2.2.9 The CC conducts a meeting with the ticket office annually to review the current complimentary admission policies and incorporate enhancements.

6.2.2.10 The AADC conducts a meeting annually with the staff of the Longhorn Foundation and Texas Exes Association to discuss the NCAA provisions applicable to alumni organizations.

6.3 Student-Athletes

6.3.1 The CA conducts a Fall Orientation Meeting for each sport on relevant rules and regulations for student-athletes.

6.3.2 Before the student-athletes leave for the summer, the CA conducts a Spring Check-Out Meeting for each sport, providing a review of relevant rules and regulations for student-athletes, particularly those pertaining to summer-specific issues.

6.3.3 Compliance conducts a forum to discuss legislative proposals in the current legislative cycle and collect institutional positions from the Student-Athlete Advisory Council.

6.3.4 The CA contributes information for the Student-Athlete Manual and Day Planner each academic year and provides a planner to each student-athlete. This contains information about the university, the athletics department, academic services, and other resources that may be of interest to the student-athletes.

6.3.5 The CC sends out a notice to football student-athletes regarding the NFL draft and NCAA legislation as well as the deadline for requesting draft status.

6.3.5.1 The CC also conducts agent education sessions for the football student-athletes' parents in the fall. One session is held before the football game during Parents' Weekend, with the second session occurring before the annual Football Awards Banquet.

6.3.6 The CC prepares an extra benefits and agent education presentation for parents in conjunction with the spring football game.

6.3.7 The CC sends out a notice to the men's basketball student-athletes' parents regarding the NBA draft and NCAA legislation.

6.4 Boosters

6.4.1 During football and basketball games, the AADC visits the stadium and arena suites in order to familiarize any representatives of the institution's athletics interests with NCAA rules and to answer any questions.

6.4.2 The AADC, DOC, and CC attend Longhorn Club meetings in various cities and make a presentation on NCAA rules for representatives of the institution's athletics interests.

6.4.3 The CA creates schedule cards for football, men's basketball, and women's basketball, which include an overview of NCAA rules for representatives of the institution's athletics interests. These schedule cards are included in season ticket mailings for those sports, provided in the stadium and arena suites, and provided at Longhorn Club meetings.

6.4.4 The CA ensures in-game programs for football and basketball have a compliance page with an updated general overview of NCAA rules.
