2.00 Administrative Control

2.04.1 Intercollegiate Athletics Council for Men

The Intercollegiate Athletics Council for Men is an advisory body.  Its purpose is to advise the Chief Administrative Officer (President) of the University and the Director of Athletics in the formulation of policies regarding intercollegiate athletics and to ensure that the University is in compliance with the rules and regulations of the Big 12 Conference and the NCAA.  As stated in the NCAA constitution, "The control and responsibility for the conduct of intercollegiate athletics shall be exercised by the institution itself and by the conference, if any, of which it is a member."  Such institutional control is exercised by the Council in accordance with the NCAA Constitution and the Big 12 Conference.

The Athletics Council is not involved in day-to-day program administration nor does the advice of the Council become effective until approved by the University's Chief Administrative Officer (President) and Board of Regents (Regents' Rules and Regulations, Chapter X, Section 10).

Composition

The Intercollegiate Athletics Council for Men at The University of Texas at Austin is composed of nine (9) voting members as follows:

  • A student representative of the University
    The student member of the Council is appointed by the Chief Administrative Officer (President) of the University to a two-year term that begins at the start of the fall (September 1st) term; the first year of which he/she is considered the student-elect representative – a non-voting member of the Council; the second year of which he/she is considered the student representative – a voting member of the Council.
  • An Ex-Student of the University
    The ex-student member of the Council is appointed by the Texas Exes Association of the University to a two-year term that begins July 1st before the start of the new fall term. [At the discretion of the Texas Exes Association, this member can be reappointed to an additional year.]
  • Two  Regental appointees
    The Board of Regents appoints two (2) members to four-year staggered terms that begin at the start of the appropriate fall (September 1st) terms.  One such appointment is made in each even-numbered year.  Members may not succeed themselves, but at the discretion of the BOR can be reappointed.
  • Chair of the Council - a faculty member of the University 
    One voting member of the general faculty of the University (who does not hold an administrative position) is designated by the Chief Administrative Officer (President) to serve an indefinite term (at the discretion of the Chief Administrative Officer/President) as a member as the Chair of the Council.
  • Four members of the General Faculty
    The Chief Administrative Officer (President) of the University appoints four (4) members from the General Faculty.  The appointees each serve four (4) year staggered terms on the Council with a member appointed each year.  Each four (4) year term will begin at the start of the appropriate fall (September 1st) terms.   Each Council member continues to serve until his or her successor has been appointed, and each member may be re-appointed to one or more additional terms, at the discretion of the Chief Administrative Officer (President).

The Intercollegiate Athletics Council for Men at The University of Texas at Austin is also composed of four (4) non-voting members as follows:

  • Faculty Athletic Representative [Ex-Officio position]
    The Chief Administrative Officer (President) of the University appoints a member from the General Faculty to serve as the Faculty Athletics Representative to the Big 12 Conference and NCAA.
  • Student-elect Representative
    An additional student member of the Council is appointed by the Chief Administrative Officer (President) of the University to a one-year term as student-elect representative (non-voting position) that begins at the start of the fall (September 1st) term.   This student-elect position will then assume the one-year student representative (the voting member) term the following year when the current student representative’s position ends.
  • T-Association Representative [Ex-Officio position]
    The Director of Athletics appoints a member from T-Association to serve as a non-voting member of the Council to represent the T-Association (Letterwinners Association).
  • President’s Office designee  [Ex-Officio position]
    This ex-officio member is the Chief Administrative Officer’s (President) representative who will attend/observe meetings. 

Council Meetings

The Council meets on an ‘as needed’ basis during the academic year – generally 2-3 times per semester, with the first meeting being in August prior to the beginning of the new member terms.  The Chair of the Council, in coordination with the Director of Athletics, sets these meetings.

Council Action Procedure

One (1) set of the minutes of all Council meetings are delivered promptly to the Chief Administrative Officer (President) of the University.  No budget or budget amendments recommended by the Council, or of any committee or subcommittee of the Council, is considered "in-force" or "in-effect" until the budget or budget amendment has been approved by the Chief Administrative Officer (President) of the University and the Board of Regents.

The Chief Administrative Officer (President) of the University reviews the minutes of all meetings of the Council and may subsequently approve, reverse, or modify any recommendation therein.  After reviewing the minutes of a Council meeting, the Chief Administrative Officer (President) of the University delivers to the Chancellor of the System a copy of the minutes and a copy of the action, if any, taken by the Chief Administrative Officer (President) with regard to the approval, modification, or reversal of any recommendation of the Council.

Scope and Responsibilities

  • The Athletics Council is advisory to the Chief Administrative Officer (President) of the University.  While the academic education of student-athletes is of primary concern, the Council may report, and make recommendations, on other matters affecting the athletics program, as determined by the Chief Administrative Officer (President), Council Chair, and the Athletics Director.
  • Big 12 Conference
    The Faculty Athletics Representative serves as the University's/Council’s representative to the Big 12 Conference, as well as the NCAA, and ensures compliance with all rules and regulations.
  • Planning for Future Needs
    The Council is provided ongoing information regarding the overall scope and direction of the athletics program and may provide general recommendations related to identified needs and the Department's long range plans.
  • Facilities
    The Council considers recommendations for facilities expansion, as well as use of facilities by students, faculty, staff, and outside organizations.
  • Academic Reports/Student Services Reports
    The Council is advised by the athletics staff during regularly-scheduled meetings regarding academics/student student services.  The Chair of the Athletics Council presents an academics report to the Faculty Council annually.
